MAS Refresh 27

GSA is planning to issue a Mass Mod in July 2025 to incorporate the changes reflected in the latest refresh to the solicitation. Outlined below are some of the upcoming changes you can expect from Refresh #27:

A: Changes to Overall MAS Solicitation:

  1. Apply the following changes to the “General Information” section of each Large Category solicitation attachment-

    • Add new section for Revoked Executive Orders

    • Add new section for Executive Order on ending DEI Programs 

    • Revise ‘General Out of Scope Items’ statement 

  1. Implement revisions to SCP-FSS-001 Instructions Applicable to All Offerors

  2. Retire 10 Special Item Number (SINs) from the Solicitation as detailed in the Significant Changes Attachment

  3. Transactional Data Reporting (TDR) Pilot Expansion

    • Expand TDR eligibility to 62 additional SINs

    • Make TDR mandatory for all or all Product SINs and the Cloud SIN (518210C)

      1. See attached draft Significant Changes for details by Large Category/Subcategory

  1. Incorporate updated Service Contract Labor Standards (SCLS) Wage Determinations

  2. Limit requirement for resellers to provide a Letter of Supply to items proposed under Information Technology (Category F) and Printing and Photographic Equipment (Subcategory A10 in Category A)

  3. Clarify that stand-alone items must be proposed as either a base item or an accessory, they cannot be proposed as an option 

  4. Apply minor updates to Price Proposal Template (PPT) for Products

  5. Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2025-04 and GSAR Change 199, excluding GSAR Change 187 

 

General Out of Scope Items: GSA will not award items that fall under the

following categories:

·       Remanufactured (except toner)

·       Automotive parts

·       Personal hygiene items

·       Fully assembled rotary-wing or fixed-wing aircraft

·       Books and publications (except technical publications and reports on SIN 511120)

·       Children’s toys, dolls and games

·       Promotional products

·       Sporting goods

·       General clothing items (except workwear under SIN 3152, uniforms under SIN 315210 and protective apparel under SIN 339113PA)

·       Swimming pool equipment and supplies

·       Musical instruments

·       Customizable awards, medals and ribbons

 

SINS that will be retired/deleted:

·       339113G - Gloves 

·       532289 - Furniture Rental and Leasing

·       332439MLB - Mail Lock Boxes

·       511130 - Books and Pamphlets

·       339113P - Packaged Healthcare Furniture

·       339992 - Sounds of Music

·       337127P - International Packaged Furniture 

·       339999ASB - Awards (SBSA)

·       339999A - Awards

·       339930 - Doll, Toy and Game Manufacturing

 

SINS that now require monthly TDR reporting mandatory:

Almost all product SINs (a handful are not opted in, but will be in a later refresh), and the Cloud SIN 518210C. Please bear in mind that this does increase the burden of sales reporting, but also releases you from the Price Reduction Clause for those contracts who are now mandated to opt in.  

These SINS have faced major revisions to their description and now exclude certain products:

  • 511120: Technical Publications and Industry Reports (New name)

New SIN description: Include technical publications, subscriptions, industry

reports, scientific/technical journals, engineering publications, instructional manuals.

Note: Excludes periodicals, online book selling and lending library services, textbooks, educational materials, pamphlets, children’s books, and any other general use printed items such as: books, publications, or written materials, novels, guides, reference books and all other media services.

 

  • 561210FAC: Facilities Maintenance and Management

Revised SIN instructions: GSA will not award MAS contracts to offerors only offering service types such as janitorial, plumbing, and electrical, which can effectively be performed by contractors who provide Complete Facilities Maintenance. The only standalone services allowable under SIN 561210FAC will be for offerors performing HVAC services (technical response must show experience in Boilers, Chillers, Refrigeration, etc.), Maintenance of Fire Alarm Systems and Maintenance of Fire Suppression Systems; and/or Elevator/Escalator Inspection Service and Elevator/Escalator Maintenance Service.

  • 339999F: Flags, Banners, Pennants, and Related Products 

Revised SIN Description: Includes all flags, banners, pennants, ceremonial and color guard equipment. This encompasses only military, state, and government official items, to include customization.

Add SIN instructions: Note: Excludes promotional items, writing instruments, office supplies, personal accessories, drinkware, tableware, bags, carrying cases, and other items suitable for engraving, imprinting, or customization, including but not limited to pens, rulers, tape measures, magnets, key tags, luggage tags, pocket tools, ice scrapers, mugs, glassware, planners, portfolios, calculators, briefcases, computer accessories (e.g., mouse pads, wrist rests), and any similar products.

  • 3152: Workwear Clothing (New title)

Revise SIN 3152 Description to: Includes all types of workwear clothing, such as work suits, coats, hoods, cold weather gear, reflective clothing, camouflage, hazardous material clothing, etc. NOTE: Subject to Cooperative Purchasing

Add SIN instructions: Note: Excludes general clothing and apparel such as t-shirts, shirts, pants, dresses, jackets, jeans, shorts, socks, undergarments, sleepwear, casual footwear, hats, gloves, scarves, and fashion items, as well as recreational uniforms (e.g., sports, cheerleading), athletic wear (e.g., golf shirts, shoes, sweat suits, workout gear), headwear (e.g., caps, visors), and related accessories (e.g., wristbands, shoe bags).

  • 339113PA: Protective Apparel

Revied SIN Description: Includes all protective apparel, including firefighting suits and accessories, body armor, wearable safety gear, head protection, etc. Also includes first responder apparel (e.g., firefighters, law enforcement). NOTE: Subject to Cooperative Purchasing

Add SIN instructions: Note: Excludes general clothing and apparel such as t-shirts, shirts, pants, dresses, jackets, jeans, shorts, socks, undergarments, sleepwear, casual footwear, hats, gloves, scarves, and fashion items, as well as recreational uniforms (e.g., sports, cheerleading, official wear), athletic wear (e.g., golf shirts, shoes, sweat suits, workout gear), headwear (e.g., caps, visors), and related accessories (e.g., wristbands, shoe bags).

Note: If your MAS contract only includes the retired SINs, GSA will take action to cancel the contract.  You will receive additional communication from your Contracting Officer.
