FCP Transition Roll Outs

Many of you know that GSA is retiring the System Input Program (or SIP), and replacing it with the new web-based FAS Catalog Platform System. GSA is emailing contractors as they become eligible to transition over to this new system with a date their contract will show up in the new system. Make sure to mark your calendars with that date once you receive the email so you can keep your contract in compliance!

Converting to the FCP system takes quite a few steps, which we will lay out below:

  1. Register for FCP: Your Authorized Negotiators can register for FCP using their existing FAS ID now. Please note:

  2. Once your specific transition date arrives, log into the FCP system and Verify/Update the Seller Profile. Make sure to update any contract, contact, dealer, and distributor details if needed. Since this step must be completed and approved before you can move forward, we encourage you to do this as soon as possible after your transition date. It’s advised to check your GSA Advantage catalog now to see what might need changed!

  3. Convert PPT to FCP Template: Download the FCP Template and convert all your contract data into all applicable tabs. This will ask for pricing, Country of Origin, product details, contract beginning and end date, etc. It will absolutely take a few tries of submitting and getting an error report and that’s okay! Don’t stress. A lot about FCP isn’t directly intuitive, just go one error report at a time.

  4. Once your FCP Template is accepted by the system, Start a Baseline Modification inside eMod: Most CO’s would like a Cover Letter, the PPT, updated Catalog with pricing removed, and of course the FCP file that was automatically sent. Please note: You will not be able to start any catalog-related modifications in eMod until the FCP baseline modification has been approved and published.

  5. Failure to initiate a baseline within the required 60 days may result in further action, which may include canceling the contract in whole or in part in accordance with clause 552.238-79 Cancellation.
